Established in 1995 in Tbilisi, Georgia, International Black Sea University (IBSU) was inaugurated by Georgia’s second president, Eduard Shevardnadze, and former Turkish Prime Minister Tansu Çiller. It was founded through a decree from the Georgian Cabinet of Ministers and licensed by the Georgian Ministry of Education. IBSU was the first university in Georgia to offer programs in both English and Georgian across all three academic levels (Bachelor’s, Master’s, and PhD).
